[HVRBERN-CTLE ID #23120] Special Education Considerations (Pre-Referral Factors for ELLs) - at Orange-Ulster BOCES

  • Orange-Ulster BOCES, ISS Building, Room 156, Arden Hill Campus 4 Harriman Drive Goshen, NY, 10924 United States (map)

This workshop will invite participants to dive into the behaviors associated with new language acquisition and clinical markers of a disability. We will identify factors that must be considered prior to referring an ELL student to special education. Educators will engage in discussions of case studies, look for possible root causes of student behaviors and consider how languages, culture, social-emotional dynamics and academics interact and impact student achievement. A challenge faced by some educators when teaching English Language Learners is knowing whether a student’s academic struggle is due to the typical process of acquiring a new language or to something more intrinsic, such as a disability. When learning a new language, individuals might display certain behaviors that can be mistaken for a disability because of their similar characteristics and educators want to exercise caution when making decisions about services.
