ELL Identification: Registration and HLQ (Part 1)
(District teams should have full representation for this part; Registrar staff may leave after this part.)
This workshop will include an overview of New York State English Language Learner (ELL) regulations related to the identification process. The focus will be on the Home Language Questionnaire (HLQ) document and the processes that districts need to have in place to properly administer and interpret the HLQ. We will also discuss the Language Proficiency Team (LPT) assembly and the secure storage of all identification materials.
Participants will review:
- ELL identification regulations
- The completion and processing of the HLQ
- The role of the Language Proficiency Team (LPT) when potential ELLs are enrolling who already have an IEP or 504 plan
- Screening for potential Students with Inconsistent/Interrupted Formal Education (SIFE)
