This workshop will include an overview of New York State English Language Learner (ELL) regulations related to the identification process. The focus will be on the Home Language Questionnaire (HLQ) document and the processes that districts need to have in place to properly administer and interpret the HLQ. We will also discuss the Language Proficiency Team (LPT) assembly, the screening of potential SIFE students (Students with Interrupted Formal Education), and the secure storage of all identification materials.
Participants will review:
ELL identification regulations
The completion and processing of the HLQ
The role of the Language Proficiency Team (LPT) when potential ELLs are enrolling who already have an IEP or 504 plan
Screening for potential Students with Inconsistent/Interrupted Formal Education (SIFE)
This workshop is intended for district teams that include all who are involved in the identification and screening process of potential ELLs, including registrars/registration staff, ENL coordinators, district and building administrators, PPS personnel, ENL teachers, guidance counselors, and bilingual family liaisons. Though we recommend that districts attend in teams, we will certainly welcome any individuals involved in the enrollment and identification of ELL process.
