English Language Learner (ELL) and Immigrant Student Counts for 2022–23 ESSA Title III Allocations

  • The purpose of this communication is to inform all LEAs to update and/or verify their counts of English Language Learners (ELLs) and immigrant students in the Student Information Repository System (SIRS) beginning the week of May 8, 2023, through the week of June 9, 2023. NYSED will use these counts to calculate the allocations to LEAs for 2023-2024 ESSA Title III ELL and Immigrant funds.  

  • LEAs should work with nonpublic schools to identify inaccurate data. Nonpublic school ELL and immigrant counts should reflect students who were enrolled on BEDS Day, October 5, 2022. 

  • See the English Language Learner (ELL) memo for more information.

  • Title III ELL and Immigrant allocations will be posted in July 2023 at Allocations, Poverty Data, and Student Counts.

NYS TESOL Conference Call for Proposals

The NYS TESOL 53rd Annual Conference invites you to participate, present and collaborate along with the TESOL community across New York State and the world. They invite any proposal that ties in with their theme to engage attendees in conversations around “All educators are educators of ELLs.”

They are particularly focusing on creating opportunities for students to use all their linguistic, cultural, and racial experiences and resources when learning English in today’s multilingual contexts across the globe. In order to achieve this, educators need to take a fresh look at how they diversify their teaching methods to suit the needs of various populations, as well as uplift the voices of those educators and scholars not often heard as leaders in the field of TESOL.

This webinar will discuss how to support English learner instruction by using a REL West resource, Supporting Integrated English Learner Student Instruction: A Guide to Assess Professional Learning Needs Based on the Teaching Academic Content and Literacy to English Learners in Elementary and Middle School Practice Guide (the EL Professional Learning Guide). Presenters will share how to use the tools and templates found in the EL Professional Learning Guide to identify teacher professional learning needs to support evidence-based English learner instruction for elementary-grade students.

As a result of this webinar, participants will become familiar with the EL Professional Learning Guide tools and templates to help schools and districts identify professional learning needs to support evidence-based English learner instruction.

NYSESLAT Speaking Exemplar and Listening CDs

NYSESLAT Speaking exemplar Listening CDs’ formatting may not play on some CD players.

If your CDs will not play, your district can email NYSESLATscm@grp.pearson.com with a list of staff (and their emails) who require access to digital audio files. In approximately 24 hours the list of staff should receive SharePoint access to NYSESLAT Digital Audio Files. This workaround is intended to be a back-up for schools only if the CD players do not work and is therefore for emergency situations. 

Here are three things you can do to prepare:

  • Secure external CD drives for PCs/Laptops

  • Prepare the list of staff names and emails that would require digital audio file access, and

  • Test Listening CDs as soon as they arrive.
