Public Release of 2022-23 English Language Learners Data Report

The 2022-23 English Language Learners Data Report is publicly available. As a reminder, the 2022-23 English Language Learners Data are collected as part of NYSED's Student Information Repository System (SIRS). These counts are as of "BEDS Day" which is typically the first Wednesday in October. Available are enrollment counts for public and charter school students by various demographics for the 2022-23 school year. Data used to generate the Home Languages, English Language Learners Breakdown, and the English Language Learners Programs tables differs from the rest of the report. Students included in the Home Languages, English Language Learners Breakdown, and the English Language Learners Programs were those students who were identified as ELL during the school year.

For additional information about English language Learners please see the 2022-23 SIRS Manual Program Service Codes and Descriptions and additional enrollment (beginning and ending codes and descriptions).

Data Disclaimer

Although the greatest care has been taken to ensure that our data are up to date and accurate, New York State Education Department (NYSED) is providing these data as is. These data are what we believe to be the best available data based on data submitted to the NYSED by public school districts and charter schools throughout the school year and available for verification by districts until the close of the state data warehouse in late August. School district superintendents certify data is accurate in September. NYSED is not liable for any inaccurate data.

Additional Information

If you have questions about data contained in the Student Information Repository System (SIRS) or data verification, please contact your Regional Information Center or Big 5 city school district data coordinator.

New York State (NYS) Learning Standards for World Languages

The NYS World Language Standards Initiative is pleased to announce that selected unit plan exemplars created by world language educators around our state are now available to view on the LiveBinders platform.

Each unit plan exemplar was reviewed using a rubric to ensure alignment with the NYS Learning Standards for World Languages, as adopted by the NYS Board of Regents in 2021. Selected unit plan exemplars represent quality examples of unit plans that reflect the priorities of these revised standards. These exemplars will serve as a guide in developing thematic unit plans and support educators’ transition to the revised standards.

Important Update on Supplementary Certificate Pathways

In response to the influx of recently arrived and asylum-seeking students, and to promote the teaching of English Language Learners in NYS schools, the Board of Regents recently adopted an emergency rule to provide flexibilities for the Supplementary Certificate and Supplementary Bilingual Education Extension.

There are three options to expedite the process:

  1. Option 1 - You currently hold an English to Speakers of Other Languages (ESOL) Initial, Professional, or Permanent New York State teaching certification and you are seeking supplementary certification in a content area.

  2. Option Two - You currently hold a New York State teaching certification and you are seeking a supplementary Bilingual Education extension to your current certification.

  3. Option Three - You currently hold a valid Initial, Professional, or Permanent New York State teaching certification and you are seeking supplementary certification in English to Speakers of Other Languages.
