Public Release of 2022-23 English Language Learners Data Report
The 2022-23 English Language Learners Data Report is publicly available. As a reminder, the 2022-23 English Language Learners Data are collected as part of NYSED's Student Information Repository System (SIRS). These counts are as of "BEDS Day" which is typically the first Wednesday in October. Available are enrollment counts for public and charter school students by various demographics for the 2022-23 school year. Data used to generate the Home Languages, English Language Learners Breakdown, and the English Language Learners Programs tables differs from the rest of the report. Students included in the Home Languages, English Language Learners Breakdown, and the English Language Learners Programs were those students who were identified as ELL during the school year.
For additional information about English language Learners please see the 2022-23 SIRS Manual Program Service Codes and Descriptions and additional enrollment (beginning and ending codes and descriptions).
Data Disclaimer
Although the greatest care has been taken to ensure that our data are up to date and accurate, New York State Education Department (NYSED) is providing these data as is. These data are what we believe to be the best available data based on data submitted to the NYSED by public school districts and charter schools throughout the school year and available for verification by districts until the close of the state data warehouse in late August. School district superintendents certify data is accurate in September. NYSED is not liable for any inaccurate data.
Additional Information
If you have questions about data contained in the Student Information Repository System (SIRS) or data verification, please contact your Regional Information Center or Big 5 city school district data coordinator.

NYS Seal of Biliteracy
If your school doesn’t currently offer the NYS Seal of Biliteracy, now is the perfect time to start exploring this possibility for next year. OBEWL will offer a series of webinars this spring catered to three different types of schools:
Each webinar will be offered from 3:30-4:30 PM. Attendees will learn how to start a Seal of Biliteracy program at their school and will earn a certificate documenting their attendance (CTLE available). These webinars will also be recorded for your convenience so that you can access them via their NYSSB professional learning website at a later date. Take advantage of the momentum of the end of the school year to consider starting a Seal of Biliteracy program in the upcoming school year. There’s no better way to celebrate your students and build enrollment in your upper-level world language programs than offering the Seal.
