English Language Learner (ELL) and Immigrant Student Counts for 2024–25 ESSA Title III Allocations

  • The New York State Education Department (NYSED) is preparing to calculate the 2024-25 ESSA Title III allocations to Local Education Agencies (LEAs) for English Language Learners (ELL) and immigrant students that are based on the number of ELL and immigrant students in each LEA in the 2023-24 school year.

  • NYSED must have accurate counts of ELL and immigrant students for this determination.

  • A verification report is available in the L2RPT reporting environment to allow LEAs to verify counts of ELL and immigrant students enrolled at public LEAs. Counts of ELL and immigrant students attending nonpublic schools will be verified through the IDEx reporting tool.

  • The timeline for LEAs’ review and verification of student counts, data extraction, and posting of the Title III ELL and immigrant student counts is specified in the attached memo.

  • LEAs should work with nonpublic schools to ensure that inaccurate data are corrected. The corrected Fall 2023 BEDS Report of Nonpublic Schools forms should be emailed to the Office of Information and Reporting Services (IRS) at datasupport@nysed.gov

  • Questions concerning nonpublic ELL and immigrant corrections may be directed to datasupport@nysed.gov.

  • If you have any questions regarding these procedures, please contact the Office of Bilingual Education and World Languages at obewl@nysed.gov or (518) 474-8775.

Public Release of 2022-23 English Language Learners Data Report

The 2022-23 English Language Learners Data Report is publicly available. As a reminder, the 2022-23 English Language Learners Data are collected as part of NYSED's Student Information Repository System (SIRS). These counts are as of "BEDS Day" which is typically the first Wednesday in October. Available are enrollment counts for public and charter school students by various demographics for the 2022-23 school year. Data used to generate the Home Languages, English Language Learners Breakdown, and the English Language Learners Programs tables differs from the rest of the report. Students included in the Home Languages, English Language Learners Breakdown, and the English Language Learners Programs were those students who were identified as ELL during the school year.

For additional information about English language Learners please see the 2022-23 SIRS Manual Program Service Codes and Descriptions and additional enrollment (beginning and ending codes and descriptions).

Data Disclaimer

Although the greatest care has been taken to ensure that our data are up to date and accurate, New York State Education Department (NYSED) is providing these data as is. These data are what we believe to be the best available data based on data submitted to the NYSED by public school districts and charter schools throughout the school year and available for verification by districts until the close of the state data warehouse in late August. School district superintendents certify data is accurate in September. NYSED is not liable for any inaccurate data.

Additional Information

If you have questions about data contained in the Student Information Repository System (SIRS) or data verification, please contact your Regional Information Center or Big 5 city school district data coordinator.
